munki-pkg — powerful, but it's a CLI and a JSON build spec. Great if you live in Terminal; a wall if you don't.
Composer — locked to Jamf, snapshot cruft, and a reputation for flaky, bloated packages.
Signing & notarization — needs a Mac, a Developer ID cert, notarytool, stapling. The step that actually makes a package *install* is the one most people fumble.
Deploy — build lives in one tool, your fleet in another. You glue them together by hand, every time, every version.
